Michelle A R Daley

Michelle A R Daley is the Principal Consultant and Founder of LegislationMD.

She holds a Bachelor of Laws (Hons.) and a Master of Laws in Legislative Drafting and Public Law from the University of the West Indies, Cave Hill, Barbados, as well as a Certificate of Legal Education from the Norman Manley Law School. An Attorney-at-law, she has been admitted to practice in Jamaica, British Virgin Islands, Barbados and Belize.

Before starting LegislationMD, Michelle has drafted hundreds of pieces of primary and subsidiary legislation across a wide range of legal areas and for multiple jurisdictions, including Jamaica, The British Virgin Islands, the Cayman Islands, Belize, Anguilla, The United Arab Emirates (DIFC, Dubai), Grenada, St. Lucia and St. Vincent and the Grenadines. She has also led the development of harmonized legislation for the Organization of Eastern Caribbean States (OECS) and CARICOM. Her decades spent in the public service has developed expertise in policy and government affairs whilst honing an understanding of the intricacies involved in delivering successful legislative projects. Additionally, she is able to leverage her multi-jurisdictional experiences bringing hands on knowledge of regional legal systems and legislative drafting practices.

Michelle regularly facilitates workshops on legislative drafting, drafting instruction preparations, parliamentary procedures and other ancillary legislative matters.

She possesses exceptional interpersonal skills and develops excellent working relationships evidenced by her track record of repeat consultancies from the same institutions.

Michelle is widely recognized for her precision, attention to detail, and ability to deliver high-quality legislative instruments within tight deadlines. Her work is informed by internationally accepted methodologies and best practices, which she applies with strategic insight and analytical rigor. Her extensive experience and deep understanding of legal systems in both national and regional contexts makes her a highly valued expert in the field of legislative drafting, revision, reform and capacity building.
