Collaborating with the group was thoroughly enjoyed as we navigated the Legislative Development Process together. Partnering with PADF on the PRO-JAM III Project is always a rewarding experience, as it plays a crucial role in strengthening Jamaica’s criminal justice capacity.
A key objective of this project is to enhance the legislative development skills of key stakeholders in the security and justice sectors. We accomplish this by providing targeted training on the policy and legislative development processes and by preparing clear legislative drafting instructions. Research consistently shows that ineffective legislation often arises from inadequate policy formulation and poorly defined legislative drafting guidelines.
Together with Dr Stephen Johnson from SALISES at UWI, we successfully delivered robust training to around 30 participants from the Ministry of National Security and Peace in Jamaica. The training encompassed essential topics, including:
- Overview of the policy cycle
- Identifying and selecting reliable sources of evidence
- Designing effective questionnaires
- Analysing and interpreting data
- Implementing best practices in policy development
- Navigating legislative policy development
- Crafting precise legislative drafting instructions
- Enacting legislation effectively
- Implementing legislation thoroughly
- Conducting post-enactment legislative scrutiny and reform
Equipped with this training, we are excited to foster a more rigorous approach to policy development, enhance the quality of legislative drafting instructions, and pave the way for more effective and enforceable legislation in Jamaica.
